Verification of Enrollment (VOE)

Driver’s License Attendance Verification

To obtain or renew a driver’s license, a student under 18 years of age must annually provide to the Texas Department of Public Safety a form obtained from the school verifying that the student has met the 90 percent attendance requirement for the semester preceding the date of application. Eligible students can obtain the required Verification of Enrollment (VOE) form from the school office. 

The school will issue a VOE form for any transfer student who is transferring with no more than three absences for the previous six weeks. 

What IS A Verification of Enrollment (VOE) Form?

The Texas Department of Public Safety (DPS) requires a VOE Form for any student applying for an instruction permit and /or a license under the age of 18. The Verification of Enrollment Form (PDF) requires a signature from a school official (a stamped or computer-generated signature is acceptable), and is only valid for 30-days, or 90-days between the months of June – August. The DPS requires VOEs with original signatures. The VOE document is a governed record as defined under the Texas Penal Code 3.01(2). Any misrepresentation by the applicant or person issuing the form may result in denial of the application for a Texas driver's license and/or criminal prosecution.

Student Attendance and Grades

• Meet minimum attendance for class credit (90 percent rule) in each class they were enrolled in the most recent semester, AND
• Received credit for all courses taken in the previous semester, OR
• Comply with the conditions established by the school to receive the verification
  • If the student was not awarded credit for each class the semester prior to application for the verification of enrollment, the school should examine attendance records for the semester prior to application and determine whether the student was present 90% of the time each class was offered. If so, the verification may be issued. 
  • If the student did not receive credit and did not attend 90% of their classes, the school attendance committee and/or administration may approve a plan establishing conditions for the student to meet in order to receive a verification.

How can I obtain a signed VOE Form for my child?

To be eligible for a VOE the student must be enrolled at Premier High School Austin Wells Branch and be in compliance with the TEA “90% Rule”. Texas Education Code, Section 25.092 states that a student may not be given credit for a class unless the student is in attendance for at least 90% of the days the class is offered. The 90% attendance rule applies when determining VOE eligibility. 

If a student has missed more than 10% of the regular school days and is at “Loss of Credit” they must complete an Attendance Plan given to the student by the Attendance Committee, have the credits restored and demonstrate good attendance (be in compliance with the 90% rule) for 6 weeks after making up all seat time before a VOE will be issued. Students at Loss of Credit the final 6 weeks of school will be required to wait until the new school year and demonstrate 6 weeks of good attendance before being eligible for a VOE.

New Students

Can I request a special review of my child's attendance and grades in order to receive a signed VOE?

Yes, the attendance committee will meet the first Monday of every month from September thru May. Please submit a request to the front office. Please note: The front office needs at least two days notice to gather attendance reporting so please plan accordingly so that the front office has time to research attendance records prior to the attendance committee meeting. 

My child's appointment is coming up, can I request a special request for review?

Does summer school count towards attendance make-up time for a VOE?

No, summer school does not count as attendance make-up time. Please contact the Campus Director for more information as it relates to the VOE. 

VOE Request Process

• Complete a VOE request using this Google Form. 
• VOE requests submitted by 1:00 pm are typically available for pick-up within 24 hours. VOE requests submitted after 1:00 pm will roll-over to the next business day request list, therefore available approximately two days after request. 
• Signed VOE Forms will NOT be emailed.
• Pick-Up is ONLY available before school and immediately at the end of the school day. Students should not leave the classroom during the school day to pick-up or request a VOE.
• Verbal requests will NOT be accepted.
